Despite pervasive connectivity in most urban areas in the United States, the FCC estimates that millions of Americans across the country have no access to broadband services. USAC administers the $10 billion Universal Service Fund, which the FCC created to address serious gaps in needed coverage. We deliver funds through four programs (E-rate, Lifeline, Rural Healthcare and High Cost), to people and places who need it most – rural, hard-to-reach communities, low income households and schools and libraries who need access to facilitate learning. We seek a collaborative professional to serve as a Program Analyst, Lifeline Operations within our Lifeline team to be part of a team that is the Product Owner for our Operations applications and databases. Reporting to the Director of Program Management you will ensure that all systems are properly functioning according to Lifeline Operations policies and procedures.

Working in a creative and fast-paced environment, the Program Analyst, Lifeline Operations will continuously improve systems to better meet the needs of the Program and our stakeholders. Among others, your responsibilities will include the following:


  • Working as part of team as Product Owner for Lifeline IT Operations systems
  • Developing, documenting, and implementing Lifeline business processes and rules into IT systems
  • Working with systems integrator and USAC IT to integrate new system with current ones
  • Assisting carriers and other external and internal stakeholders with operational and system inquiries
  • Drafting system-related communications for use in bulletins, webinars, webpages, etc.
  • Working with the database call center to inform and educate the call center and also to help the call center with issues that arise or common questions
  • Identifying system needs for continuous process improvement
  • Analyzing Lifeline data and understand trends to identify and solve for program integrity issues
  • Working as part of the team responsible for overall operations of the program aligning systems and business processes with Lifeline rules and policy
  • Other duties as assigned


About You


The successful candidate will be capable of routine communication with stakeholders with limited involvement from higher level staff.  The position involves analysis of the database and systems to inform process design and improvements working with the Manager to for approval and incorporation of system enhancements. 


  • You are passionate about our mission to help Americans gain access to essential communications technology
  • You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly
  • You have strong interpersonal skills and the ability to work in high-pressure situations
  • You have 3 to 4 years of experience performing duties similar to those outlined above
  • You have significant expertise with Microsoft Excel and Access, as well as with using them to perform complex data analysis, replicating and testing system calculations, and delivering data reports.
  • You are able to quickly learn a unique application, to understand its functionality, and to develop system requirements for improvement
  • You are able to develop, implement, and drive continuous business process improvement
  • You possess a Bachelor’s degree from an accredited institution in a related field


The following is desired:

  • Experience with complex analysis projects, system development life cycle, and developing queries and data reports for business operations
  • Experience working with SQL queries, data manipulation tools, and various requirements gathering techniques and methodologies
