Despite pervasive connectivity in most urban areas in the United States, the FCC estimates that millions of Americans across the country have no access to broadband services. USAC administers the $10 billion Universal Service Fund, which the FCC created to address serious gaps in needed coverage. We deliver funds through four programs (E-rate, Lifeline, Rural Healthcare and High Cost), to people and places who need it most – rural, hard-to-reach communities, low income households and schools and libraries who need access to facilitate learning. We are passionate about our universal service mission, and we are in the midst of transforming our organization to better support its realization.


We seek 4 dynamic and collaborative professionals to serve as Assistant Program Analysts within our Rural Health Care team to rotate across various functions within the Rural Health Care team to gain broad business experience and exposure to all aspects of the program, including application review of eligibility, funding commitments, and invoicing, communications, IT/systems, and reporting functions.  In the Rural Health Care program, participating healthcare providers and service providers receiving USF support must satisfy program eligibility and compliance requirements by filing annual applications requesting USF funding.

Working in a creative and fast-paced environment, the Assistant Program Analysts will provide review and analysis of all key decision points in the application life cycle. Among others, your responsibilities will include the following

  • Providing initial review of each phase of the application life cycle (eligibility, request for services, funding requests, invoicing) for accuracy and completion
  • Responding to and resolving applicant concerns in a professional and timely fashion
  • Providing clear and concise information to applicants to ensure successful completion of application or inquiry
  • Identifying trends, atypical situations, or other issues during the review processes that may require special consideration
  • Tracking and ensuring successful resolution of open issues and escalating them to management, as needed
  • Regular assessment of business processes and procedures to improve day to day operations
  • Assisting in development of business requirements needed to create additional IT/system functionality
  • Preparing communications to both internal and external stakeholders and coordinating appropriate outreach efforts
  • Using data to help make programmatic decisions
  • Other duties, as assigned

  • You are passionate about our mission to help Americans gain access to essential communications technology
  • You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly
  • You have strong interpersonal skills and the ability to work in high-pressure situations
  • You have 1 to 2 years of experience performing duties similar to those listed above
  • You have 1 to 2 years of technical writing and editing experience
  • You possess a Bachelor’s degree from an accredited institution in a related field

The following skills are desired:

  • You have knowledge of the Rural Health Care program and the Universal Service Fund
