Overview

Despite pervasive connectivity in most urban areas in the United States, the FCC estimates that millions of Americans across the country have no access to broadband services. USAC administers the $10 billion Universal Service Fund, which the FCC created to address serious gaps in needed coverage. We deliver funds through four programs (E-rate, Lifeline, Rural Healthcare and High Cost), to people and places who need it most – rural, hard-to-reach communities, low income households and schools and libraries who need access to facilitate learning. We are passionate about our universal service mission, and we are in the midst of transforming our organization to better support its realization.

 

We seek a collaborative professional to serve as a Procurement Specialist II within our Purchasing team to perform cradle to grave contract support contract activities. Reporting to the Manager of Procurement you will be responsible for procurement duties ranging from small to moderate level of size and complexity.

Responsibilities

Working in a creative and fast-paced environment, the Procurement Specialist II will participate in the preparation of service proposals and bid responses for potential and existing suppliers for commodities and professional services. Among others, your responsibilities will include the following:

 

  • Following established procurement policies, programs, and procedures that enhance operational efficiencies and promote cost effectiveness with standardization, where possible, to assure and maintain a smooth and efficient procurement process from initial request through invoice payment and contract close-out
  • Ensuring that RFPs, RFQs, contract documents and other associated procurement actions are consistent with USAC policy and other applicable regulations
  • Executing a planned negotiation strategy, including coordinating said strategy with other technical experts involved and participating in negotiations conducted with vendors to develop the contract price and terms
  • Participating in negotiations for price, terms and conditions of service contracts, including ensuring the contract reflects agreement, as well as obtaining approvals to complete the contract
  • Identifying potential risks and resolving or mitigating them to protect USAC’s interests
  • Analyzing and reviewing all phases of procurement to provide continuous improvement, including making recommendations for improving policies and procedures for both efficiency and effectiveness
  • Functioning as the business interface with USAC’s external and internal clients
  • Providing contract management oversight to ensure that business agreements are made in accordance with USAC objectives and regulations
  • Reviewing and validating vendor invoices to ensure compliance with contract guidelines, and working with the vendor and the customer to resolve any discrepancies
  • Providing contract administration for all contracts to ensure all subsequent modifications, amendments, and addendums are closely monitored
  • Performing contract closeout once the contract either is terminated or completed.
  • Other duties, as assigned

 

About You

 

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the procurement of and contracting for all goods and services related to USAC operations.

 

  • You are passionate about our mission to help Americans gain access to essential communications technology
  • You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly
  • You have strong interpersonal skills and the ability to work in high-pressure situations
  • You have 3 to 4 years of experience performing duties similar to those outlined above
  • You have 3 or more years of experience working in a professional business environment, performing operational or programmatic duties
  • You have 3 or more years of experience leveraging your proven abilities to negotiate small to moderate size contractual agreements (e.g., professional services, IT technology acquisition, facilities, etc.)
  • You have 3 or more years of experience applying your in-depth knowledge of labor rates, fixed price, time and material, as well as indefinite quantity/delivery contracts
  • You possess a proven ability to research, interpret and communication requirements
  • You love working in teams as a team member, doubly so within cross-functional teams for large initiatives, as well as with external vendors and clients
  • You have excellent interpersonal skills and are able to communicate information concisely and professionally
  • You are a self-starter who is organized and can easily manage multiple work streams
  • You’ve previously operated in a client service industry and/or setting
  • You are proficient with Microsoft Office products, and can competently use them (especially Excel and Word) to create deliverables
  • You are an analytical thinker who can analyze problems in order to develop solutions and recommendations, specifically for developing and implementing business strategies to reduce risk
  • You possess a Bachelor’s degree from an accredited college and/or university (preferably in Business Management, Finance, Purchasing, Procurement, or Contracting)

 

The following skills are desired:

  • You have 3 or more years of experience in contracting and procurement, including experience complying with the Code of Federal Regulations (CFR), Federal Acquisition Regulations (FAR), and/or the Uniform Commercial Code (UCC)
  • You can easily conduct cost/benefit analyses
  • You have previous experience purchasing items for office infrastructure (furniture and professional services such as electricians, painters, movers, etc.)
