Overview

Despite pervasive connectivity in most urban areas in the United States, the FCC estimates that millions of Americans across the country have no access to broadband services. USAC administers the $10 billion Universal Service Fund, which the FCC created to address serious gaps in needed coverage. We deliver funds through four programs (E-rate, Lifeline, Rural Healthcare and High Cost), to people and places who need it most – rural, hard-to-reach communities, low income households and schools and libraries who need access to facilitate learning. We seek an experienced, dynamic and collaborative professional to serve as Senior Financial Analyst within our Finance team to provide financial reporting and analytical support to the Finance Division for expenses, cash and investment activities and for the Universal Service Fund (USF) programs.  Reporting to the Manager of Financial Planning & Analysis, you will create and maintain financial models, forecasts, and reports.  In addition, you will analyze USF program data as well as related financial data and presenting findings to leadership in a manner that enables decision making.

Responsibilities

Working in a creative and fast-paced environment, the Senior Financial Analyst will assist in developing the company’s annual budget, analyze actual spending against budget, and forecast spending throughout the year.  Further, you will monitor cash activity, forecast short and long term cash requirements, and deliver daily cash monitoring reports and investment recommendations.  Among others, your responsibilities will include the following:

 

  • Create and maintain models for the development of the annual business plan and rolling comprehensive financial forecasts
  • Create, implement, and communicate financial information to the organization and programs to ensure easy access to most relevant information
  • Participate in monthly business reviews to analyze results and key information
  • Advise operating managers on actual versus budget expense management
  • Develop financial models to support strategic initiatives
  • Analyze USF program data as well as related financial data and present findings to leadership in a manner that enables decision making
  • Monitor cash activity, forecasting short and long term cash requirements, and delivering daily cash monitoring reports and investment recommendations
  • Write issue papers for the quarterly Board of Directors meetings and semi-annual Investment Committee meetings
  • Project interest income, calculate prior period adjustments, and prepare cash and accrual fund balance reports
  • Prepare monthly, quarterly, and annual reports for the FCC related to USF obligations, receipts, and outlays
  • Develop the Annual 10 year plan and Mid-Year Review of projected receipts and disbursements (and unpaid obligations) for submission to the FCC
  • Create and maintain reports in PowerPlan and Great Plains
  • Prepare ad hoc reports for Finance leadership, USAC management, and external stakeholders as needed
  • Write, maintain, and ensure adherence to policies and procedures related to the function described above

 

About You

 

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of USAC’s financial operations.

 

  • You have 4 to 7 years of experience performing duties similar to those outlined above
  • You have 3 to 4 years of financial reporting, business analysis, budgeting, or accounting experience
  • You have 3 to 4 years of experience using advanced functions within in Microsoft Excel
  • You have 3 to 4 years of experience building business models using Microsoft Excel
  • You have 3 to 4 years of experience writing business documents suitable for distribution to corporate leaders or external parties
  • You are passionate about our mission to help Americans gain access to essential communications technology
  • You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly
  • You have strong interpersonal skills and the ability to work in high-pressure situations
  • You possess a Bachelor’s degree from an accredited institution in Finance or Accounting

 

The following skills are desired:

  • Experience with Great Plains or PowerPlan
