Overview

Despite pervasive connectivity in most urban areas in the United States, the FCC estimates that millions of Americans across the country have no access to broadband services. USAC administers the $10 billion Universal Service Fund, which the FCC created to address serious gaps in needed coverage. We deliver funds through four programs (E-rate, Lifeline, Rural Healthcare and High Cost), to people and places who need it most – rural, hard-to-reach communities, low income households and schools and libraries who need access to facilitate learning. We are passionate about our universal service mission, and we are in the midst of transforming our organization to better support its realization.

 

In the Rural Health Care program, participating healthcare providers and service providers receiving USF support must satisfy program eligibility and compliance requirements by filing annual applications requesting USF funding.  We seek an experienced, dynamic and collaborative professional to serve as Program Analyst reporting to the Manager of Program Risk and Reform within our Rural Health Care team to help reduce waste, fraud and abuse by ensuring excellent program integrity, compliance and risk management.

Responsibilities

Working in a creative and fast-paced environment, the Program Analyst of Program Risk and Reform will be responsible for driving appeals completion and developing processes to enhance operations. Among others, your responsibilities will include the following:

  • Assisting in compliance related activities including appeals, complaints and whistleblowers. Activities include but are not limited to:
    • Ensuring that appeals deadlines are met, with issues resolved at the specific issue level, and recommendations made to management about systemic level improvement
    • Developing action plans to address complaints/whistleblower issues, as they may arise
  • Identifying business process improvements to advance RHC’s operational efficiencies and regulatory compliance. Responsibilities include but are not limited to:
    • Assessing current procedures for areas of risk or inefficiency
    • Researching regulations on which to base business processes
  • Contributing to plans to manage program risk. Responsibilities include:
    • Appropriately identifying organizational and divisional risks and evaluating mitigation methods
    • Recommending best practice methodologies to identify, assess, and respond to risk
  • Ensuring that audit findings are completed, closed and documented in accordance with FCC and USAC management requirements and the agreed action plans
  • Other duties, as assigned

 

About You

 

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the USAC from the compliance and risk perspective.

  • You are passionate about our mission to help Americans gain access to essential communications technology
  • You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly
  • You have strong interpersonal skills and the ability to work in high-pressure situations
  • You possess strong business writing skills, with experience communicating with all levels of employees
  • You are able to summarize and disseminate large amounts of data to different audiences
  • You have 3 to 4 years of experience performing duties similar to those listed above
  • You possess a Bachelor’s degree from an accredited institution

 

The following skills are desired:

  • You have an understanding of USAC operations and support mechanisms
  • You have experience in legal or policy research
  • You have experience working with data manipulation tools
