Despite pervasive connectivity in most urban areas in the United States, the FCC estimates that millions of Americans across the country have no access to broadband services. USAC administers the $10 billion Universal Service Fund, which the FCC created to address serious gaps in needed coverage. We deliver funds through four programs (E-rate, Lifeline, Rural Healthcare and High Cost), to people and places who need it most – rural, hard-to-reach communities, low income households and schools and libraries who need access to facilitate learning. In the Rural Health Care program, participating healthcare providers and service providers receiving USF support must satisfy program eligibility and compliance requirements by filing annual applications requesting USF funding.  We seek an experienced, dynamic and collaborative professional to serve as Senior Program Analyst reporting to the Manager of Program Risk and Reform within our Rural Health Care team to help reduce waste, fraud and abuse by ensuring excellent program integrity, compliance and risk management.

Working in a creative and fast-paced environment, the Senior Program Analyst of Program Risk and Reform will be responsible for providing USAC management with meaningful recommendations regarding program integrity and execution of such recommendations.  Among others, your responsibilities will include the following:

  • Identifying business process improvements to advance RHC’s operational efficiencies and regulatory compliance. Responsibilities include but are not limited to:
    • Assessing current procedures for areas of risk or inefficiency
    • Researching regulations on which to base business processes
    • Creating and executing plans for operational improvements
  • Implementing a plan and standard practices to manage program risk. Responsibilities include:
    • Ensuring that risks are appropriately identified and mitigated by the organization and division
    • Developing best practice methodologies to identify, assess, and respond to risk
    • Managing risk-related reporting and ensuring relevant process and risk information is communicated to USAC management and the FCC in a manner that facilitates mitigation of risk and remediation of control issues.
  • Contributing to compliance related activities including appeals, complaints and whistleblowers, with an eye towards building solutions into business processes
  • Ensuring that audit findings are completed, closed and documented in accordance with FCC and USAC management requirements and the agreed action plans
  • Other duties, as assigned

  • You possess strong business writing skills, with experience communicating with all levels of employees
  • You have 5 to 7 years of experience performing duties similar to those listed above
  • You possess a Bachelor’s degree from an accredited institution


The following skills are desired:

  • You have an understanding of USAC operations and support mechanisms
  • You have experience creating and implementing operational process improvement plans
  • You have experience working with data manipulation tools
