We are currently seeking an experienced, dynamic and collaborative professional to serve as a Financial Analyst within our Finance team.  Reporting to the Lead Financial Analyst you will support the Disbursement function within Finance by processing and researching authorized payment files and ensuring accurate and prompt compliance with the administration of Universal Service Fund regulated by FCC.

Working in a creative and fast-paced environment, the Financial Analyst will perform all USAC accounts payable functions; review all invoices for appropriate receiving, payment authorizations and coding; generated accurate payments promptly before due date. Among others, your responsibilities will include the following:


  • Processing and reconciling expense reports in Concur within deadlines, verifying accuracy and permissiveness in accordance with company policies
  • Updating, tracking and maintaining invoicing log for issue resolution inquires and research
  • Maintaining vendor records for ACH conversion, email addresses for remittance statements, W-9 outreach and 1099 preparation
  • Submitting high quality accurate payment files to the bank for check and ACH issuance within the service level of agreement
  • Coordinating with the bank on exception payments, positive pay alerts and EDI reporting discrepancies
  • Generating and sending remittance statements to vendors/service providers within the business rules
  • Promptly processing end-to-end USF payment files from support mechanisms and credit balance refunds from Billing with accuracy and within the service level of agreement
  • Performing interchangeable tasks as peer reviewer for quality assurance on all disbursement production including monthly disbursements reconciliation handoffs to Accounting, Billing and Finance Reporting Teams
  • Assisting in providing analytical and subject matter expert support in developing, implementing, maintaining and enhancing operational processes pertaining to disbursements and future financial systems modernization
  • Assisting in researching and identifying systems issues, performing user acceptance testing and regression testing for system changes, product defects, new applications, processes upgrading, automation, information technology solutions and overall systems enhancement
  • Consistently performing detail documentation of updates in disbursement narratives; policies and procedures and work flow processes
  • Participating in disbursements processing efforts especially in cross-functional areas relating to new projects (e.g. GP projects, FCC and Finance initiatives)
  • Participating with other internal stakeholders on continuous disbursements related process improvements and automation enhancements
  • Researching and providing documents for internal and external audits, FCC enforcement, Legal requests, etc.
  • Researching, analyzing and reconciling discrepancies in operational reporting
  • Flexibility in adjusting work schedule to meet business needs as required
  • Other duties as assigned.


About You


The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for providing specific financial analysis expertise in order to push forward and complete the goals of the Finance team.

  • You have strong interpersonal skills and the ability to work in high-pressure situations
  • You have 3 to 4 years of experience completing similar duties as outlined above
  • You have at least 3-5 years’ experience in Accounts Payable or Disbursements operations
  • You are comfortable using a variety of customized applications and/or systems to perform research
  • You have a strong background in EXCEL, WORD, ACCESS
  • You possess a bachelor’s degree from an accredited institution in Finance, Accounting, Business Management, or Information Systems/Computer Science.


The following skills are desired:

  • Familiar with Microsoft Dynamics Great Plains
  • Familiarity with other MS Office applications (PowerPoint, Visio, etc.)

Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
