    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Senior Manager of Program Management within our Rural Health Care team.  This person will manage the Program Operations teams to ensure applications are reviewed timely and accurately.   Reporting to the Director of Program Management you will:

    • Assure program compliance with all applicable rules and regulations by providing oversight and guidance to the Program Operations teams
    • Develop and implement processes and procedures to streamline and align application processes in order to enhance customer experience and increase production efficiency

    Working in a creative and fast-paced environment, the Senior Manager of Program Management will assist the Director of RHC with the development and implementation of strategic initiatives to enhance operational efficiencies and production. Among others, your responsibilities will include the following:

    • Program operations:
      • Overseeing and managing each of the program operations teams, including funding commitment team, to ensure that applications are being reviewed timely and accurately
      • Managing programmatic issues related to eligibility, competitive bidding, form deadlines  and documentation discrepancies
    • Internal controls:
      • Working to ensure program compliance within the program operations teams by serving as the primary contact for procedures
      • Tracking new and novel issues that emerge from application reviews and providing guidance to the reviewers on how to address these issues
      • Providing resolution on special areas of concern raised by staff regarding all aspects of program compliance for complex, broadly impactful issues
      • Identifying and recommending to the Director and VP of RHC, and implementing operational efficiencies to streamline and improve the review process
      • Assisting with the review and providing input on IT systems business requirements and scoping documents for IT systems related development
    • Developing and implementing a business process which will assess and review certain applications to ensure that applicants comply with program rules and to prevent waste, fraud, and abuse across the RHC programs
    • Contributing to the development of RHC external communication documents and other related outreach strategies
    • Providing direct supervision to subordinate staff
    • Conducting annual performance review and quarterly reviews
    • Approving timesheets and expense statements
    • Other duties as assigned

    About You


    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Rural Health Care program.

    • You are passionate about our mission to help Americans gain access to essential communications technology
    • You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly
    • You have strong interpersonal skills and the ability to work in high-pressure situations
    • You have 5 to 7 years of experience performing duties similar to those listed above
    • You have a high-level skill with MS products such as Word, PowerPoint, Project Plan, and Visio
    • You have superior customer relations management abilities
    • You have experience analyzing and articulating technical information
    • You have managed a staff or team
    • You have at least 3 to 4 years of direct management and operational leadership experience
    • You possess a Bachelor’s degree from an accredited institution in a related field

    The following skills are desired:

    • You have a background in telecommunications
    • You have knowledge of Rural Health Care or Universal Service support mechanisms

    Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.


    USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
