Overview

We are currently seeking an experienced, dynamic and collaborative professional to serve as Sr. Manager, Human Resources Business Partner within our Human Resources team.  Reporting to the Chief Human Resources Officer you will be responsible for the overall administration, coordination and evaluation of the human resource function.

Responsibilities

Develops and administers various human resources plan and procedures for all employees.

Plans, organizes and oversees the following task:

  1. Participates in developing department goals, objectives and systems.
  2. Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary.
  3. Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow.
  4. Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews.
  5. Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational charts and employee directory.
  6. Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
  7. Ensures compliance with all federal, state and local employment laws.

Supervisory Responsibility

This position manages employees and is responsible for the performance management and hiring of the employees within that department.

Required Education and Experience

A bachelor's degree and five years of human resource experience, or nine years of experience in the HR field.

Preferred Education and Experience

A master's degree in human resource management.

SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential.

USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.

 

USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

 

Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
