    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Business Intelligence Analyst III within our Finance team.  Reporting to the Controller you will:

    • Serve as subject matter expert in the development of business intelligence solutions and other reports and analysis for Finance.
    • Develop ETL processes and data solutions utilizing SQL Server T-SQL, Access, Oracle PL/SQL and SSRS.

    Responsibilities

    Working in a creative and fast-paced environment, the Business Intelligence Analyst III will provide support to Finance for integration with the four programs to ensure the integrity of financial transactions recorded by the Accounting team. Among others, your responsibilities will include the following:

    • Utilize SQL Server T-SQL, Access, Oracle PL/SQL and SSRS to develop tools and processes to facilitate data analysis and reporting on financial transactions generated by the four programs.
    • Increase automation and efficiency of current Accounting procedures by applying SQL Server database practices and SQL Server Reporting Services (SSRS) skills.
    • Provide support, recommendations, and development expertise to perform variance analysis for AP, AR, Cash, and program obligations, as well as, develop reports and tools to facilitate variance analysis.
    • Develop and maintain a data map of the underlying data sources for systems, databases, and reports used to generate and record financial transactions reported by the four programs.
    • Assist in analysis, development, testing and coordination with IT to redesign existing reports to ensure financial transactions are reported in accordance with Finance business rules.
    • Coordinate with Finance and IT to design, develop and test new reports to support the recording of financial transactions.
    • Serve as subject matter expert in the development of business intelligence reports and analysis.
    • Assist in data normalization and data integrity initiatives.
    • Assist in identifying and revising enterprise reporting requirements.
    • Troubleshoot reported problems pertaining to reports and the reporting database environment, working closely with other IT members, identifying the cause and designing or developing an approach for resolution.
    • Assess impact of changes and updates to source production systems, planning and implementing resulting changes to reports.
    • Work directly with business owners and analysts in the development of requirements and user stories for data solutions.
    • Other specific duties as assigned.

    About You

     

    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Finance Division.

    • You possess a Bachelor’s degree from an accredited institution in a related field (preferably in Business and/or Information Technology).
    • You have 5 to 7 years’ experience performing duties similar to those listed above.
    • You have 4 or more years of SQL Server and / or Oracle – SQL scripting and performance tuning experience.
    • You have 5 years of experience with relational databases, requirements gathering, SQL programming and Microsoft SQL Server 2005 or above.
    • You have 4 years of experience with SQL Server Management Studio, SQL Server Integration Services and Microsoft Excel.
    • You have 3 years of experience with Pentaho PDI.
    • You have 2 years of experience with Pentaho Business Intelligence Suite, SQL Server Analysis Services, Oracle 10G or above, Microsoft Visio, Microsoft SharePoint 2007 or above and financial reporting.
    • You have at least one year with Microsoft Access.
    • You have 4 or more years of solid business intelligence experience and advanced report writing skills.
    • You have 4 or more years of solid ETL experience desired.

    The following is desired:

    • You have 4 or more years of solid ETL experience.
    • You have experience with Microsoft SQL Server 2008, Pentaho BI Suite, SQL Server Business Intelligence Studio, Visual Studio 2010, Team Foundation Server, Sparx Enterprise Architect, Erwin and TOAD for Oracle.
    • You have experience creating visual displays for data analysis and presentation.

    USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

     

    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
