    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Security Engineer III within our Information Technology team.  Reporting to the Director of IT Security you will:

    • review both existing and new applications for security vulnerabilities and compliance.

    Working in a creative and fast-paced environment, the Security Engineer III will be responsible vulnerability scanning of the USAC network to validate the current state of vulnerabilities throughout the USAC network.  Among others, your responsibilities will include the following:

    • Perform firewall administration;
    • Evaluate new and existing applications for security compliance and provide recommendations to improve USAC’s security posture;
    • Validate remediation efforts of findings related to vulnerability and system configurations;
    • Perform security initiative gap assessments;
    • Implement, test, and maintain defined security solutions;
    • Provide security support for USAC project development and existing USAC applications;
    • Serve as Security liaison to the developer and program support groups;
    • Direct the engineer/analyst in triaging security incidents and keeping the security group manager apprised of the incident status;
    • Update and implementing the annual USAC security awareness training, annual USAC developer security training and annual USAC administrator security training;
    • Validate remediation efforts of findings related to vulnerability and system configurations;
    • Respond to day-to-day IT operations and internal requirements requiring security support;
    • Define desired state for people, process, and technology solutions that are to be utilized to support other IT efforts;
    • Other specific duties as assigned.

    About You


    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Information Technology Division.

    • You have a Bachelors Degree (Masters Degree preferred). Or equivalent experience.
    • You have a CISSP or CEH certifications.
    • You have 7 – 10 years of experience performing duties similar to the above.
    • You have 6 or more years in IT network security and implementation experience (e.g. firewalls, secure topologies/architectures, intrusion detection and analysis, Microsoft and UNIX OS security, vulnerability assessments).
    • You have 6 or more years with system administration of Unix and Microsoft operating systems.
    • You have 1 year of MS Office Professional tools suite experience.
    • You have 4 or more years of experience with IT Incident/Forensics and Application Security to include Web Application.
    • You have 3 or more years of experience in IT Security Policy and Standards development and firewall administration. 

    The following skills are desired:

    • You have a CCNA, MCSE and/or RHCE certification.
    • You have extensive application security experience.
    • You understand Federal Security Regulations, Guidelines, and Trends (e.g. OMB Circular A-130, NIST Guidelines).
    • You have Incident Response/Computer Forensics Experience.
    • You have experience with Perl and/or shell scripting.
    • You have previous work experience supporting security, business continuity, and compliance and maturity initiatives.
    • You have experience with Wireless Network Architecture and Security Testing.
    • You have experience with Splunk configuration/maintenance.
    • You have experience with Nessus configuration/operation.
    • You have experience with NextGen Firewalls (Palo Alto a plus).
    • You have experience with FireEye and CarbonBlack (Protect and/or Defense).
    • You have experience with Cisco Sourcefire Intrusion Detection/Prevention Systems.

    Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
