  • Overview

Despite pervasive connectivity in most urban areas in the United States, millions of people across the country have no access to broadband services needed to work, learn, heal, and communicate. The funds we administer exist to fill these gaps in access. As an independent not-for-profit designated by the FCC, the Universal Service Administrative Company (USAC) serves as the sole administrator of the approximately $10 billion available annually in the Universal Service Fund (“USF” or “the fund”). In this role, USAC administers USF funds to expand telecommunications and broadband access to rural communities, rural health care facilities, schools and libraries across the country, and low income households through four targeted programs.

With the mission to expand telecommunications and broadband access to underserved communities, USAC seeks motivated, high-energy assistant program analysts.  Working in a creative and fast-paced environment, the Assistant Program Analyst will analyze data and make program recommendations, to include funding and other mission-critical decisions, for one of USAC’s four core programs.  Assistant Program Analysts will be key contributors to the program by, among other areas of work, identifying process improvements and efficiencies, reviewing/processing eligibility requests, requests for services, funding requests, and invoices, and ensuring compliance with all applicable rules and regulations.  Specifically in this role, you will support the Rural Health Care Program.

Working in a creative and fast-paced environment, the Assistant Program Analyst will track and ensure successful resolution of open issues and escalate them to management, as needed.  Among others, your responsibilities will include the following:

    • Regularly assess business processes and procedures to improve day to day operations.
    • Develop and review internal program procedures.
    • Use data to help make programmatic decisions.
    • Support various data/report/analysis efforts related to data gathering to support requests for service or modify program measurements.
    • Prepare communications to both internal and external stakeholders.
    • Review outgoing communications, convey project status updates, and maintain checklists.
    • Collaborate with various teams to determine needs, establish priorities and coordinate efforts related to the program.
    • Other specific duties as assigned.
