    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Business Analyst within our Internal Audit team.  Reporting to the Senior Manager of Project Management Office of USF Projects you will be responsible for supporting multiple activities and projects concurrently.   Areas of responsibility include business process improvement, preparation of management reports, vendor management support, and implementation of enhanced system capabilities within the suite of audit tools.

    Working in a creative and fast-paced environment, the Business Analyst will become a subject expert of the IAD processes, data and tools and support the IAD team in performing a variety of activities to achieve audit organization objectives and goals.   Among others, your responsibilities will include the following:

    • Become a subject expert of the IAD business processes, data and tools to support business requests.
    • Perform analysis on IAD processes, data and tools to refine the current state and/or implement new functionality.
    • Document requirements to implement changes to IAD processes and tools.
    • Develop user acceptance test cases and conduct user acceptance testing.
    • Actively participate in the AGILE methodology with IT developers to create user stories, report on development backlog, and provide input at the AGILE reviews and retrospectives, i.e., ceremonies.
    • Perform as IAD administrator of the IAD suite of tools.
    • Provide oversight of audit firms to ensure successful delivery of audit assignments and accurate invoices.
    • Participate in cross-functional departmental projects as the IAD advocate.
    • Create reports and dashboards to communicate status and performance.
    • Prepare training materials and conduct user demos to communicate changes to IAD tools or processes.
    • Maintain an operations model that includes business process diagrams, business rules and procedure documentation.
    • Prepare assessment materials for IAD senior management and FCC as needed.
    • Embrace ad-hoc projects as necessary.
    • Other specific duties as assigned.

    About You


    The successful candidate will excel at performing in a diverse and fluid environment, and will play a crucial role in the success of the Internal Audit Division.


    Type of Experience

    • You have a Bachelor Degree in engineering, mathematics, the sciences, or other quantitative field.
    • You have 3 - 4 years of demonstrated success in delivering quality products on time that satisfy business requirements.
    • You have 3 - 4 years of demonstrated experience in developing process models, metrics, and P&Ps.
    • You have 3 – 4 years of demonstrated experience in requirements gathering and documentation.
    • You have 3 – 4 years of demonstrated experience in defining and creating dashboards and reports.
    • You have 3 - 4 years of high level of proficiency in Microsoft Excel, MS Project, and PowerPoint.

    • You have Agile development experience using Kanban methodology.

    Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation.     USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
