    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Payroll Specialist within our Finance team.  Reporting to the Controller you will:

    • maintain and enforce current payroll practices and policies and look for innovative ways to improve the current processes.

    Responsibilities

    Working in a creative and fast-paced environment, the Payroll Specialist will have strong knowledge to maintain the integrity of the ADP payroll system, as well as maintain the highest level of confidentiality.  Among others, your responsibilities will include the following:

    • Process biweekly payroll using ADP’s Workforce Now platform.
    • Manage workflow to ensure all payroll transactions are processed accurately and timely.
    • Reconcile payroll pre and post transmission.
    • Prepare bi-weekly, monthly, quarterly, year-end and ad-hoc reports as requested for internal and external audits and for local, state, and federal agencies.
    • Respond to employee payroll-related questions.
    • Research and resolve time card/pay issues.
    • Manage relationship with payroll system vendor.
    • Collaborate with members of the human resources team to provide quality service to business partners and employees.
    • Maintain employee records ensuring accuracy, compliance and confidentiality.
    • Develop and maintain a good working relationship with department managers, supervisors and employees so as to create a level of confidence and trust.
    • Other specific duties as assigned.

    About You

     

    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Finance Division. 

    • You have a Bachelors degree in Finance or Accounting or a related field.
    • You have 3 - 4 years of experience in processing payroll using ADP Work Force Now.
    • You have a solid understanding of federal and state laws and regulations as applicable to payroll.
    • You have exceptional attention to detail and can maintain strict confidentiality.
    • You have detailed understanding and knowledge of human resource rules and regulations including those related to ERISA, COBRA, FMLA, ADA, Worker’s Compensation, Medicare, Social Security and DOL requirements.
    • You have excellent analytical and proven problem-solving skills.
    • You can work independently.
    • You can demonstrate strong interpersonal skills and have strong verbal and written communication skills with the ability to work in high-pressure situations.
    • You are proficient in the Microsoft Office suite (Word, Excel, Outlook, PowerPoint, Visio).

    The following skills are desired:

    • You are a Certified Payroll Professional.

    Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.

     

    USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

     

    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
