    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Manager of Financial Operations within our Finance team.  Reporting to the Director of Financial Operations you will:

    • manage the daily operations of the USF Billing & Revenue Reporting functions in support of USF Contributors.

    Working in a creative and fast-paced environment, the Manager of Financial Operations will implement FCC orders and directives that impact the contributor process, including initial assessment of the impact, communication with impacted teams, documentation of procedures and system requirements, and thorough testing of system changes.  Among others, your responsibilities will include the following:

    • Manage team, whose responsibilities include the following:
      • Review and approve processing of quarterly contributor form filings.
      • Process accurate and timely monthly contributor invoices totaling $9B annually.
      • Process accurate and timely monthly program recovery invoices as needed.
      • Research and analyze merger, sale, and dissolution activity within contributors’ revenue reporting and billing activity to ensure accurate contributions to the USF.
      • Research and analyze contributor disputes and provide appropriate resolution.
      • Run the contributor appeal process which includes: Review and recommend decisions to appeals of all contributor matters for circulation to the voting board.
      • Run the contributor credit balance refund process which includes: review and processing of all refund requests.
      • Outreach to all companies that fail to file the FCC Form 499.
      • Develop and conduct training programs for FCC Form 499 and E-File System.
    • Provide insight to the USF Accounting team on accounts receivable for the purposes of ADA analysis.
    • Create, review and maintain functional processes & procedures.
    • Participate with working teams on problem solving and continuous improvements.
    • Create and maintain operational performance metrics and analyze results.
    • Improve operational efficiencies through the implementation of technology solutions and automations.
    • Establish and maintain relationships for revenue handoffs to the FCC and FCC Fund Administrators.
    • Participate in the identification and referral of non-compliant contributors to the FCC Enforcement Bureau.
    • Trouble shoot user issues and complaints concerning USAC’s on line filing tool.
    • Review and process requests for refunds.
    • Other specific duties as assigned.

    About You


    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Finance Division.

    • You have a Bachelors Degree in Business Management or Accounting or related field.
    • You have at least 3 years of supervisory experience.
    • You have 5 -7 years of experience with Billing and Collections processes.
    • You have 4 – 6 years of experience with the Universal Fund Administration.
    • You have proven ability to translate operational requirements in to effective business processes and procedures working in teams, task forces, etc.
    • You can prepare, present and deliver information to staff in a formal & informal setting in a concise, professionally written format.
    • You can direct/coordinate work among teams, groups, developing and/or creating new or more effective ideas, approaches, etc.
    • You can develop and/or creating methods, procedures, training, etc.
    • You can develop and formulate short-range plans/decisions.
    • You can analyze and develop solutions to problems and manage various projects, work, etc.
    • You can develop and maintain positive customer rapport and provide outstanding customer service.
    • You have strong background in MS Excel and MS Access and computer skills.
    • You have excellent organizational skills.
    • You have excellent interpersonal and communication skills.

    The following skills are desired:

    • You are a certified CPA.
    • You have customer service experience.
    • You have financial analysis experience.
    • You have telecommunication experience.

    About USAC

    Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households.     USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
