    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Manager of Project Management within our IT PMO team.  Reporting to the Senior Manager of IT Project Management Office you will:

    • provide strong management and analytical skills for vetting project issues and cross-team challenges.

    Responsibilities

    Working in a creative and fast-paced environment, the Manager of Project Management will support the PMO's focus on value creation from a portfolio and organization perspective delivering value incrementally and adaptively while facilitating constant alignment with the vision and strategic objectives of USAC.  Among others, your responsibilities will include the following:

    • Provide guidance and direction to project managers to establish project management industry standards as well as consistent processes and procedures. Ensures that processes and procedures are being adhered to uniformly across teams.
    • Work with leadership to develop and mature processes.
    • Ensure PM work product quality of cross-functional teams.
    • Assign work/tasks to resources on the team and resolving any capacity and or quality issues.
    • Lead recruitment of new resources.
    • Provide career coaching to PM team members.
    • Perform mid-year and annual performance reviews.
    • Perform project planning, resourcing, cost estimating and scheduling.
    • Manage technical resources assigned to the project team, from internal sources and/or external vendors.
    • Work with stakeholders to assure project goals and execution are aligned with business goals.
    • Contribute to system, data and application architecture decisions.
    • Assure adherence to internal review processes and technical standards.
    • Drive project activity to defined milestones and deliverables.
    • Monitor, track, and report on project schedules and costs.
    • Update project stakeholders through status reports and appropriate meetings.
    • Coordinate project requirements with other IT functions.
    • Generate standard project documentation that correspond to a specific project phase.
    • Consult with departments on business requirements and specifications.
    • Determine the development and application of criteria to evaluate alternative systems and provides recommendations for product selection.
    • Represent the IT department in coordination with other departments.
    • Manage outsourced work, consultants, vendors, and relationships.
    • Other specific duties as assigned.

    About You

     

    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the IT PMO Division. 

    • You possess a bachelor’s degree from an accredited institution in a related field or have equivalent related experience.
    • You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly.
    • You have strong interpersonal skills and the ability to work in high-pressure situations.
    • You have managed technical and/or project manager resources.
    • You have 8 to 10 years of experience performing the duties outlined above in a professional environment.
    • You have 8 to 10 years of demonstrated experience in information systems.
    • You have 6 to 8 years of hands-on experience in IT project management, project management practices and techniques, and also project management software.
    • You have 4 to 5 years of experience with Agile software development methodologies.
    • You are Project Management Professional (PMP) certified.
    • You can prepare and deliver information in a concise, professionally written format.
    • You can prepare and present information to staff in an informal setting.
    • You can work in teams, task forces, and coordinate work among teams, groups, etc.
    • You can maintain positive customer rapport.
    • You have organizational skills.
    • You have strong interpersonal and communication skills.
    • You have strong computer and presentation skills.
    • You are passionate about our mission to help Americans gain access to essential communications technology.

    The following skills are desired:

    • You have managed project managers in a PMO.
    • You have experience with Agile Methodologies.
    • You can recommend and formulate short to long-range plans/decisions.
    • You can analyze and develop solutions to problems.

    About USAC

    Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs.

     

    The FCC has reformed the USF to support further investment in and access to evolving broadband infrastructure, making the programs a primary vehicle to support this critical national priority. USAC, as the administrator of the USF, plays a critical role in supporting the ambitious vision to ensure that all citizens in the United States have access to high-speed broadband. The organization has approximately 500 employees with an operating budget of more than $200 million. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.

     

    USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

     

    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
