  • Overview

    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Senior Business Analyst within our Internal Audit team.  Reporting to the Senior Manager of Project Management you will:

    • assist the Senior Manager of Project Management in executing and reporting on projects assigned to the IAD Project Management Office (PMO).

    Responsibilities

    Working in a creative and fast-paced environment, the Senior Business Analyst will lead junior and mid-level business analysts to perform work required to support IAD organizational needs.  Among others, your responsibilities will include the following:

    • Lead the analysis, design and implementation of reports and dashboard/score-cards to communicate status and performance.
    • Perform analysis of enterprise data to support IAD in making informed decisions related to the audit annual plan and audit performance.
    • Maintain knowledge of IAD business processes, tools, and data to refine the current state and/or implement new functionality to produce efficiencies.
    • Sustain an IAD operations model that includes business process diagrams, logical data model, and process and procedure documentation related to the IAD systems supported by the PMO.
    • Proactively introduce improvements to IAD processes and systems and project manage the implementation.
    • Manage scope and user expectations by ensuring requirements can be met within project deadlines and prioritizing new initiatives and capabilities.
    • Undertake complex projects that touch multiple departments and may result in changes to interfacing systems.
    • Document requirements to implement changes to IAD processes, systems, and data.
    • Develop user acceptance test cases and conduct user acceptance testing.
    • Participate in the Agile process: create user stories, manage user backlog, and provide input at the reviews and retrospectives.
    • Provide oversight of audit firms to ensure successful delivery of audit assignments and accurate invoices.
    • Develop project plans using project management tools, and manage and report on project tasks.
    • Participate in cross-functional departmental projects as the IAD advocate.
    • Prepare training materials and conduct user demos of functionality implemented in IAD tools or processes.
    • Provide subject expertise of IAD tools and be primary contact for operations performance issues/resolution.
    • Embrace special projects and conduct analysis and report results in a clear and concise manner.
    • Other specific duties as assigned.

    About You

     

    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Internal Audit Division.

     

    Type of Experience

    • You have a Bachelor’s Degree in finance, mathematics, statistics, engineering or business management.
    • You have 4 - 6 years of a high level of proficiency in Microsoft Excel and PowerPoint.
    • You have 4 - 6 years of demonstrated success in managing and reporting on assigned projects.
    • You have 4 - 6 years of demonstrated experience in developing process models, metrics, and procedures.
    • You have 4 - 6 years of demonstrated experience in requirements gathering and documentation.
    • You have 4 - 6 years of demonstrated experience in defining key performance metrics and preparing dashboards and reports for upper management.

    The following skills are desired:

    • You have SharePoint technology (operations/development) experience.
    • You have Agile methodology and Kanban process implementation experience.
    • You have Visual Basic and/or SQL experience.

     

    About USAC

    Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households.     USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

     

    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
