    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Software Developer III – BPM within our Information Technology team.  Reporting to the Manager of Application Delivery you will:

    • provide support for critical business functions through the development, implementation, testing and maintenance of application systems built on Appian’s Business Process Management (BPM) software technology.

    Working in a creative and fast-paced environment, the Software Developer III – BPM will design and implement BPM based solutions using Appian BPM software.  Among others, your responsibilities will include the following:

    • Design and implement complex enterprise integrations with industry standard technologies: Oracle, LDAP, Active Directory, and more;
    • Drive BPM adoption within USAC by knowledge sharing with other resources to become self-sufficient with building process application in Appian;
    • Assist with gathering of functional requirements and provide technical input for technical system requirements; Contribute software development expertise to multiple projects and ensure that specifications are met;
    • Design, configure, code, test, debug, maintain, and document software applications;
    • Follow established software development standards and procedures and contribute towards their improvement;
    • Develop complex application features and create technical designs;
    • Participate in design and peer reviews;
    • Coordinate with departments and users in the support of business applications;
    • Represent the IT department in terms of software development expertise in coordination with other departments.
    • Provide technical guidance to junior developers. Act as proxy team lead as needed. 
    • Other specific duties as assigned.


    About You


    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Information Technology Division.


    • You have a Bachelors Degree in Computer Science, Information Technology or Sorftware Engineering.
    • You have 4 years of experience with the following software, systems and applications:
      • Java/JEE.
      • SQL, Web Services.
      • Oracle 10g+, My SQL, EDBMS concepts.
      • Application Development/Software Engineering/Design Patterns.
      • Object oriented design and architecture.
      • Web application development.
      • Technical Documentation.
      • Appian development experience.
    • You have analytical and problem solving skills.
    • You have developed and/or created new or more effective ideas, approaches, etc.
    • You have developed and executed short-range plans/decisions.
    • You have excellent interpersonal and communication skills.
    • You have the ability to exercise sound judgment across a broad range of circumstances.


    The following skills are desired:


    • You have experience in Appian 17 or similar BPM platform, ERP, CRM and eCommerce.
    • You have prior software development experience, ideally in a Portal, BPM, DM or EAI related setting.
    • You have server architecture experience dealing with high availability environments.
    • You have experience with integration of application software and RDBMS.
    • You have experience with cloud architecture.
    • You have experience with JEE Application Servers and Web Servers – Jboss, Apache.
    • You have experience with operating systems – Windows, RedHat Linux.
    • You have knowledge of configuration management, release management principles.
    • You have knowledge of application security concepts.
    • You have experience with agile SDLC; Scrum preferred.
    • You have knowledge of networking and system engineering concepts.
    • You have experience with PL/SQL.
    • You have experience with scripting languages.
    • You have experience with Oracle Access Manager (OAM).

USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
