    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Senior Strategy Analyst within our Enterprise Portfolio Management team.  Reporting to the Senior Manager of Strategy you will:

    • Be a key resource in supporting leadership with the design and execution of transformational projects and activities
    • Review select processes and provide process improvement recommendations, execution support and monitor approved enhancements.

    Working in a creative and fast-paced environment, the Senior Strategy Analyst will be key in identifying process improvement areas, coordinating with leadership on solutions and support USAC to embed change within Programs and Division.  Among others, your responsibilities will include the following:

    • Act as a key point of contact (PoC) for strategic initiatives of corporate and cascade strategic activities.
    • Collect and analyze information and data to gain a deeper understanding of processes and identify strategic improvement opportunities and makes recommendations for new process designs and/or modifications.
    • Support leadership with strategic performance management, ensuring all content owners, strategic team members, leadership and other stakeholders are kept informed of responsibilities and next steps.
    • Support strategic alignment across programs and business units to ensure consistency and systematic performance management for both corporate and division-specific strategic planning processes.
    • Act as a project manager for key initiatives, supporting the leadership team with tools ands and updates to manage key projects to success.
    • Collaborate effectively and engendering confidence with the program and business units at multiple levels of the organization who partner in the strategy process.
    • Prepare strategic content and supporting details for all relevant meetings, including presentations, final reports, balanced scorecards, and key performance indicators (KPIs).
    • Serve as a change agent and acting as an advocate for corporate strategy and direction, undertaking other responsibilities, as needed, to support the implementation of USAC’s strategic vision.

    About You


    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the IT PMO Division.

    • You possess a bachelor’s degree from an accredited institution in a related field or have equivalent related experience.
    • You have 5 to 7 years of corporate, consulting and/or business experience.
    • You have 3 to 5 years of project management experience, including scoping timelines/project plans, leading cross-functional teams, and owning deliverables.
    • You have 1 to 2 years of strategic and/or operations planning experience (equivalent combination of experience and education accepted).
    • You have prior experience in a project lead role or strategy consulting experience (internal and external).
    • You have general knowledge of strategic planning and performance management.
    • You are an expert with Microsoft Office, specifically Outlook, Excel, and PowerPoint.
    • You have thorough knowledge of business management concepts.
    • You have excellent leadership, facilitation, critical thinking, analytical, and data gathering skills.
    • You have outstanding organizational, process and communication skills.
    • You have the ability to make decisions with little need for direction and to function effectively as a team-oriented, self-starter working across cross-functional lines.

    • Data Analysis & Presentation

    About USAC

    Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs.


    The FCC has reformed the USF to support further investment in and access to evolving broadband infrastructure, making the programs a primary vehicle to support this critical national priority. USAC, as the administrator of the USF, plays a critical role in supporting the ambitious vision to ensure that all citizens in the United States have access to high-speed broadband. The organization has approximately 500 employees with an operating budget of more than $200 million. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.


    USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
