    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Manager of Software Development within our Information Technology team.  Reporting to the Director of Software Development you will:

    • develop activities include application enhancements, upgrades, defects resolution and user support.

    Working in a creative and fast-paced environment, the Manager of Software Development will manage the relationship with key business customers, develop an understanding of their business needs and priorities, and deliver software solutions that meet those business needs.  Among others, your responsibilities will include the following:


    • Manage the relationship with key business customers, develop an understanding of their business needs and priorities, and deliver software solutions that meet those business needs.
    • Manage outsourced work, consultants, and other internal/external relationships.
    • Provide input to the Product Owner/Business Sponsor on the product strategy and vision, and give feedback on the content and prioritization of the Product Backlog.
    • Manage the design, development, integration, release and maintenance of business application systems for enterprise-wide business functions utilizing a variety of computing architectures (e.g. LAN, Web, Intranet, and mainframe).
    • Collaborate with business unit management, Information Technology (IT) functional areas and other stakeholders to prioritize projects, build business cases, establish priority of projects and align the technology to support the information requirements of the business to meet strategic business and system objectives.
    • Provide technical support and assistance to cross-functional teams and their Scrum Masters or Project Managers, including helping remove impediments that are harming teams’ ability to be effective. Actively support Scrum Masters’ and Project Managers’ efforts to protect teams from disturbance, disruption, or outside interference.
    • Determine which software development initiatives should be managed using USAC’s Scrum framework or Waterfall and which should be managed using USAC’s Microsoft Solutions Framework (MSF). Identify issues to teams that they might overlook, such as scalability, performance, or security.
    • Provide mentorship, career development advice, skills development and training, and overall guidance to team members. Lead the recruitment and hiring of new team members, with the active involvement and input of existing team members; Provide performance feedback and complete performance evaluations for team members.
    • Perform financial planning and budgeting, including anticipating future resource requirements, training needs, and tools and technologies required.
    • Work closely with other Application Delivery Managers and with the Director of Architecture and Standards to build a robust, agile project management and software engineering environment aligned with accepted SDLC and Project Management principles; Ensure that USAC has the tools and competencies needed to perform agile software engineering.
    • Coordinate with other IT functions ( IT Security, Network Operations, etc.) to perform analysis and design of applications and systems;
    • Other specific duties as assigned.


    About You


    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Information Technology Division.


    • You have five to seven years of directly related experience.
    • You have three to Four years of management or internal operational/technical leadership experience.
    • You can demonstrate experience with project management methodologies; developing and managing IT budgets; software engineering methodologies; agile software development methodologies.
    • You have experience in vendor management, including development of RFP’s, evaluations of vendor proposals and management of vendor performance.
    • You have experience in a Scrum software development environment.
    • You have experience with automated software engineering tools such as automated testing, test-driven development, requirements management, UML, work flow management, or similar.
    • You have strong leadership, critical thinking and data analytics skills.
    • You have excellent organizational, analytical, and problem-solving skills with great attention to detail.
    • You can demonstrate strong interpersonal and verbal and written communication skills with the ability to work in high-pressure situations.
    • You have advanced skills in Microsoft PowerPoint and Excel a must.
    • You are proficient in Word, Outlook, Project and Visio.
    • You have three to four years of direct management experience or technical leadership of technical resources.
    • You have three to four years of experience leading cross-functional information systems teams.
    • You can develop performance metrics.
    • You can evaluate staff performance.
    • You can provide guidance and oversight to staff.
    • You can establish and manage staff projects and task priority. 

    The following skills are preferred:

    • You have seven to ten years of directly related experience in software development.


    About USAC

    Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households.     USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
