    We are currently seeking an experienced, dynamic and collaborative professional to serve as a Manager of Accounting - Universal Service Fund (USF) within our Finance Department.  Reporting to the Senior Manager of Accounting you will:


    • Review and approve monthly journal entries related to the Schools & Libraries (SL) and Rural Health Care (RHC) programs and manage ongoing program and IT related initiatives to enhance the effectiveness of the budgetary accounting process.

    Working in a creative and fast-paced environment, the Manager of Accounting will be responsible for supporting the Senior Manager of Accounting, in particular but not limited to, accounting for obligations related to SL and RHC program.  Among others, your responsibilities will include the following:

    • Manage the SL and RHC budgetary accounting processes;
    • Facilitate weekly meetings and communication with the programs and IT in support of initiatives and management of budgetary processes;
    • Manage work performed by accountants and analysts to perform analytics over the transactions generated by the SL and RHC programs;
    • Support the implementation and documentation of procedures related to enhancement of the budgetary accounting process;
    • Review and post journal entries related to the SL and RHC programs;
    • Hire and develop staff as needed to support the budgetary accounting function;
    • Develop policies and procedures to effectively accrue activities related to obligations in accordance with GAAP/FASAB;
    • Engage IT in the process of enhancing and automating reports to facilitate month end close and analysis;
    • Provide guidance to the staff for month end financial reporting particularly in regards to GTAS requirements;
    • Support the Sr. Manager of Accounting as needed with reviewing and posting journal entries, financial reporting and analysis, audit response, projects, and staff support.
    • Other duties as assigned.


    About You


    The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Finance Department.


    • You have a Bachelor's degree in Accounting or Finance.
    • You have 3 - 5 years of supervisory experience.
    • You have budgetary and accounting experience.
    • You are able interface with internal and external auditors.
    • You have knowledge of internal controls.
    • You have experience in Federal financial reporting. 
    • You are able to interface with IT to write requirements and perform UAT.
    • You have experience using G/L accounting systems.

    USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


    Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
