Overview

We are currently seeking an experienced, dynamic and collaborative professional to serve as a Senior Project Manager within our High Cost team.  Reporting to the Senior Director of Program Management you will:

  • Organize, manage, review and report on program status, and work closely with the program management team to maintain constraints related to vendors, project scope, resources, and time. Responsibilities of the Senior Project Manager’s work will include analyzing new programs, coordinating stakeholder involvement in new projects, defining requirements and setting up project plans for managing the implementation of new programs and systems.

Responsibilities

Working in a creative and fast-paced environment, the Senior Project Manager will work closely with the program management team, the USAC management team, and the FCC to plan, manage and coordinate the successful implementation of significant projects and programs. Among others, your responsibilities will include the following:

  • Provide leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Full project life cycle ownership: successful project delivery will include full implementation from initiation to deployment for one major or several minor initiatives simultaneously
  • Report on project success criteria results, metrics, test and deployment management activities
  • Understand interdependencies between technology, operations and business needs
  • Develop and manage all aspects of project and program engagement from planning, external vendor relationships, communications, resources, budget, change, risks and issues
  • Coordinate internal resources and third parties/vendors for the flawless execution of projects.
  • Assist in the definition of project scope, objectives and requirements, involving all relevant stakeholders and ensuring technical feasibility.
  • Manage program implementation through a detailed project plan, monitoring, tracking progress and reporting the status to the management team.
  • Successfully manage the relationship with the client and all stakeholders.
  • Develop project plans that consider all necessary activities including but not limited to those related to information systems, business processes, communication with internal and external stakeholders, documentation, training, and contingency planning.
  • Assist in the development of RFP’s (request for proposal) and related documents for proposed vendor managed work.
  • Design and perform analytical studies of systemic and project-related decisions to assess the cost, efficiency and effectiveness of project implementation approaches.
  • Manage the project against the plan, coordinate internal and vendor managed tasks, and communicate
  • Advise and collaborate with the team on issues, diagnostic methods and potential solutions to issues and concerns.
  • Ensure delivery of project milestones and deliverables.
  • Engage with the IT team to set and change priorities as needed to optimize project effectiveness.
  • Develop system testing plans and user acceptance criteria for existing and new systems.
  • Act as the liaison between program management and outside vendors regarding major IT projects.
  • Other duties as assigned.

About You

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the High Cost Division.

  • Bachelor Degree and/or relevant technical training and certifications
  • Five (5) to Seven (7) years of directly related experience.
  • One (1) to Two (2) years of operational and/or technical experience.
  • Demonstrated success in launching commercial products.
  • Experience managing a cross-functional team to achieve business results.
  • Successfully managed large-scale programs or projects.
  • Experience communicating with senior management and directly with customers.
  • Skilled at measuring and monitoring data to drive decisions.
  • Advanced skills in MS Office products, notably Microsoft Project.
  • Superior customer service skills.
  • Excellent written and verbal communication skills.
  • Ability to develop business requirements.
  • Previous knowledge and experience working in telecommunications, consulting or leading IT contracted development for large-scale IT implementation projects is desired.
  • Knowledge and experience with large federal benefit programs or experience working with entities that participate in such programs is desired.

Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

 

Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
