As USAC continues to support universal service impacting health care providers, educators, and consumers, it is critical now more than ever that we hire people equally passionate and committed to helping fulfill our mission.  We are currently seeking an experienced, dynamic and collaborative professional to serve as a Senior Manager of Audit and Assurance within our Audit and Assurance team.  Reporting to the Director of Audit you will:


  • Provide significant input in the development of the audit plans designed to assist management in the attainment of USAC’s audit objectives.

Working in a creative and fast-paced environment, the Senior Manager of Audit and Assurance will collaborate with senior management to identify, develop, and implement strategic initiatives that enhance audit efficiency and improve the overall audit process.  Among others, your responsibilities will include the following:


  • Represent the Audit and Assurance Division on USAC project teams, at USAC management and Board of Directors meetings, and with external organizations.
  • Oversee multiple audit engagements from the planning stages through the reporting stages.
  • Delegate and clearly communicate work responsibilities to team members to ensure continuous delivery of desired work. Provide adequate support to ensure delegated tasks are completed timely, efficiently and accurately.
  • Manage and lead compliance audits, which includes, but is not limited to the planning, fieldwork, and report writing phases of the audit. Effectively identify underlying root causes, best practices in control design and operational effectiveness and communicate results to management.
  • Monitor and report on the progress of management action plans resulting from past audits.
  • Conduct risk assessments to help identify high-risk exposure areas and as a result, help the organization prioritize mitigation efforts.
  • Implement and execute an effective program of continuous monitoring for assigned areas, including monitoring of key metrics to identify control issues and adverse trends.
  • Prepare issue papers and reports for the Board of Directors and presenting audit reports to respective programmatic committees and/or the full Board.
  • Perform human resource management activities including: identifying performance problems, developing plans for remedial action, evaluating performance, and interviewing and selecting staff.
  • Hold entire team accountable for meeting deliverables, adhering to Quality Assurance criteria. Use consistent methodology.
  • Manage the identification, reporting, and evaluation of audit risk areas and providing input to the development of the annual audit plan. Review, assess and track progress of audits and projects, including identification of potential delays/roadblocks.
  • Manage the performance and documentation of audit procedures, including exceptions identified for achieving audit objectives and goals.
  • Coach and guide audit managers and staff with expertise in auditing standards and performance criteria, and audit requirements. Review and provide feedback on work paper documentation and audit reports.
  • Facilitate the management and coordination of outsourced and co-sourced contracts, audits and personnel;
  • Manage and coordinate necessary audit efforts for whistleblower investigations.
  • Identifying audit issues that require FCC guidance and raising those issues to senior management.
  • Prepare ad hoc requests from the FCC.
  • Other specific duties as assigned.


About You


The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Audit and Assurance Division.


Supervisory Responsibility


  • You have 5 to 7 years of management experience and/or operational/technical leadership.
  • Direct a team of staff members and provide leadership to achieve goals and vision of the organization and the day-to-day operations.
  • Responsible for assisting with hiring and retaining staff, career coaching, professional development and accountable for the performance of employees.


Education and Experience


  • You have a Bachelor’s Degree (Master Degree preferred) and Certified Public Accountant (CPA) and/or Certified Internal Auditor (CIA), in addition to relevant technical training and certifications.
  • You have 5 to 7 years management experience and/or operational/technical leadership.
  • You have 4 to 6 years of Risk Assessment experience.
  • You have in-depth understating of audit practices and methodologies, including risk assessment internal control concepts.
  • You have proficiency in Microsoft Office Suite.
  • You have excellent verbal and written communication skills, with the ability to present complex and sensitive issues to management in a persuasive manner.
  • You have proven ability to multitask as well as assess and change priorities.
  • You can some travel (up to 15%) may be required for audits.


The following skills are highly desired:


  • You have a Master Degree.
  • You have a Certified Fraud Examiner (CFE).

About USAC


Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs.


The FCC has reformed the USF to support further investment in and access to evolving broadband infrastructure, making the programs a primary vehicle to support this critical national priority. USAC, as the administrator of the USF, plays a critical role in supporting the ambitious vision to ensure that all citizens in the United States have access to high-speed broadband. The organization has approximately 500 employees with an operating budget of more than $200 million. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.


USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.


Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
