Overview

As USAC continues to support universal service impacting health care providers, educators, and consumers, it is critical now more than ever that we hire people equally passionate and committed to helping fulfill our mission.  We are currently seeking an experienced, dynamic and collaborative professional to serve as a Project Manager within our High Cost team.  Reporting to the Senior Director of Program Management you will:

 

  • Organize, manage, review and report on program status, and work closely with the program management team to maintain constraints related to vendors, project scope, resources, and time.

Responsibilities

Working in a creative and fast-paced environment, the Project Manager will work closely with the program management team, the USAC management team, and the FCC to plan, manage and coordinate the successful implementation of significant projects and programs.  Among others, your responsibilities will include the following:

 

  • Coordinate internal resources and third parties/vendors for the flawless execution of projects.
  • Assist in the definition of project scope, objectives and requirements, involving all relevant stakeholders and ensuring technical feasibility.
  • Manage program implementation through a detailed project plan, monitoring, tracking progress and reporting the status to the management team.
  • Successfully manage the relationship with the client and all stakeholders.
  • Develop project plans that consider all necessary activities including but not limited to those related to information systems, business processes, communication with internal and external stakeholders, documentation, training, and contingency planning.
  • Assist in the development of RFP’s (request for proposal) and related documents for proposed vendor managed work.
  • Design and perform analytical studies of systemic and project-related decisions to assess the cost, efficiency and effectiveness of project implementation approaches.
  • Manage the project against the plan, coordinate internal and vendor managed tasks, communicate effectively with all stakeholders and participants, identify risks and mitigation plans, and alert management as needed to escalate issues.
  • Advise and collaborate with the team on issues, diagnostic methods and potential solutions to issues and concerns.
  • Ensure delivery of project milestones and deliverables.
  • Engage with the IT team to set and change priorities as needed to optimize project effectiveness.
  • Develop system testing plans and user acceptance criteria for existing and new systems.
  • Act as the liaison between program management and outside vendors regarding major IT projects.
  • Other specific duties as assigned.

About You

 

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the High Cost Division.

  • You have a Bachelor Degree and/or relevant technical training with no preferred certification.
  • You have a Project Management Professional (PMP)
  • You have an Agile Certified Practitioner (PMI-ACP)
  • You have 3 to 4 years of directly related experience
  • You have experience in managing large-scale IT projects.
  • You have experience with change management and business process re-engineering
  • You have the ability to work independently, but also collaborate and work across other departments as needed.
  • You have experience in reviewing and creating effective technical documents and project plans.
  • You have excellent written and verbal communication skills.
  • You have knowledge of project management and information technology specialty areas (e.g., application systems design, database management, computer equipment, software, and systems).
  • You have knowledge and experience working in federal or state government, consulting or leading IT contracted development for large-scale IT implementation projects.
  • You have knowledge and expertise with USAC’s programs or other large federal benefit programs, or experience working with entities that participate in such programs.
  • You have substantial experience with project management concepts and project management/process modeling software (MS Project, Visio, or equivalent).

 

About USAC

Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs.

 

The FCC has reformed the USF to support further investment in and access to evolving broadband infrastructure, making the programs a primary vehicle to support this critical national priority. USAC, as the administrator of the USF, plays a critical role in supporting the ambitious vision to ensure that all citizens in the United States have access to high-speed broadband. The organization has approximately 500 employees with an operating budget of more than $200 million. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.

 

USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

 

Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
