Overview

As USAC continues to support universal service impacting health care providers, educators, and consumers, it is critical now more than ever that we hire people equally passionate and committed to helping fulfill our mission.  We are currently seeking an experienced, dynamic and collaborative professional to serve as a Director of Program and Product Management within our E-Rate team.  Reporting to the VP of Program Management you will ensure predictable, efficient, and highly reliable software systems for existing and new business operations functions.

Responsibilities

Working in a creative and fast-paced environment, the Director or Program and Product Management will coordinate across business lines and manage transition related activities will be critical to success for the program.  Among others, your responsibilities will include the following:

 

  • Act as the business owner of the software and reporting systems that facilitate program success.
  • Build and maintain a partnership with IT delivery teams including software vendors.
  • Lead IT roadmapping and prioritization to maximize user experience, operational efficiency, and programmatic compliance in alignment with division and organization goals.
  • Advance product management processes and product development methodologies.
  • Lead a team of combined direct and indirect reports, providing guidance, mentorship, and coaching for optimal performance.
  • Recruit and retain high quality talent to grow the team as needed in support of transformation of the program.
  • Work closely with the program management team to incorporate new business functions and program rules, utilizing best in class methodologies.
  • Oversee the management of vendor outsourced functions, and provide leadership on vendor management improvements or opportunities as needed.
  • Provide management oversight and direction to the reporting and analytics team to ensure accurate reporting, analytics, and data. This team supports internal, FCC, and external reporting as well as public data tools.
  • Partner with audit and legal colleagues to ensure programmatic compliance within software systems, and to identify opportunities to mitigate risks to the program.
  • Represent the program at internal meetings that encompass cross functional operational activities and knowledge sharing.
  • Represent the program with meetings with the FCC for status updates and program management that impacts business operations.
  • Represent the program at events hosted by other organizations that reach our stakeholders as needed.
  • Provide operational input for stakeholder outreach material and web content, as well as support for stakeholder engagement efforts such as regularly scheduled webinars, newsletters, training, and stakeholder briefings.
  • Track operational metrics aligned with program goals, and make business process changes for operational improvement.
  • Other specific duties as assigned.

About You

 

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the E-Rate Division.

 

  • Bachelor Degree (Master Degree strongly preferred) and advanced relevant technical training and
    certifications
  • Eight (8) to Ten (10) years of product management and/or data analytics experience.
  • Five (5) to Seven (7) years of management and Three (3) to Four (4) years of business leadership
    experience.
  • Six (6) to Eight (8) years of experience in process improvement, business process redesign, or
    transformation.
  • Three (3) to Five (5) years of experience coordinating research, data analytics, or systems development experience (e.g. requirements analysis for business operations).
  • Interested in service delivery models and service design to meet the needs of stakeholders and
    increase transparency in business operations.
  • Enjoy, and are successful in, presenting ideas to senior management and developing their confidence and buy-in.
  • Agile at working across other departments, and you lead through thought leadership involving external organizations to optimize business operations performance, stakeholder outreach and customer experience through software delivery.
  • Demonstrate the ability to manage teams, both directly and indirectly, developing their potential and performance.
  • Demonstrate capability in cross collaboration to create overall efficiency in program management and performance.
  • Exceptional writer and verbal communicator who can provide guidance to team members to implement intuitive and predictable business operations outcomes.
  • Strong experience with the Microsoft Office suite (PowerPoint, Visio, Project, Word) and business process systems (accounting systems, payment systems, operational processing).

USAC Overview

 

Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs.

 

The FCC has reformed the USF to support further investment in and access to evolving broadband infrastructure, making the programs a primary vehicle to support this critical national priority. USAC, as the administrator of the USF, plays a critical role in supporting the ambitious vision to ensure that all citizens in the United States have access to high-speed broadband. The organization has approximately 500 employees with an operating budget of more than $200 million. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.

 

USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

 

Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
